Check examples from their portfolio where they have applied the CMS's multilingual features and insist they show you the translation interface so that you can make certain that it is user-friendly. Workflow

For quality control, legal or other reasons, your business may require a multi-step publishing process. For example, a copywriter may provide an article to the website but it would not be publicly accessible until an editor reviews and approves it. Be careful as some CMS solutions provide workflow only to limited content types. For example, it may be available for news articles but not for pages.
